POLICY FOR TRANSFER / POSTING AND POSTGRADUATE TRAINING FOR MOs/WMOs (BS.17) AND SMOs/SWMOs (BS-18) – In suppression of this department’s Transfer/ Posting and Postgraduate Training policies dated

29.05.2018, 21.08.2019 and 10.05.2022, the Competent Authority has been pleased to approve the following policy for the transfer/posting and for grant of Postgraduate Training in favour of Medical Officers / Women Medical Officers (BS-17) & Senior Medical Officers / Senior Women Medical Officers (BS-18):

1. Transfer / Posting:

i. All fresh appointees of Punjab Public Service Commission will be posted in the DHQ Hospitals (Non-Teaching), THQ Hospitals, RHCs, BHUs, GRDs etc. across the province, except District Lahore.

ii. All MOs/WMOs of PPSC Batch 2012 and earlier are eligible for transfer / posting in District Lahore / disposal of SH&ME Department, without any requirement of periphery service.

iii. All MOs/WMOs of PPSC Batch 2013 and onwards are required to serve in the periphery i.e., DHQ Hospitals (Non-Teaching), THQ Hospitals, RHCs, BHUs, GRDs etc. for a period of 3 years, before they become eligible for transfer / posting in District Lahore.

iv. All MOs/WMOs of PPSC Batch 2013 and onwards are required to serve in the periphery i.e., DHQ Hospitals (Non-Teaching), THQ Hospitals, RHCs, BHUs, GRDs etc. for a period of 3 years, before they become eligible for transfer / posting to SH&ME Department.

2. Postgraduate Training:

  1. Those MOs/WMOs who have not served in the periphery for at least two years, will be considered for grant of EOL (without pay) to undergo Postgraduate Training, as per the Revised Leave Rules, 1981.
  2. Those MOs/WMOs who have completed at least two years’ periphery service will be considered for placement in teaching hospitals to undergo their Postgraduate Training, only, if the concerned training institution is ready to bear the expenditure of their salaries during deputation period.

i. They will provide affidavit that they will serve in the P&SH Department for the years / period at least equivalent to their Postgraduate Training.

ii. In this regard, Postgraduate Training shall only be allowed in the Institutions functioning under the administrative control of the Federal Government, Provincial Governments, Armed Forces Medical Colleges and also in those Autonomous Institutions that are attached with any Government Department.

iii. Those MOs/WMOs who have undergone postgraduate training and have passed Diploma Courses / MCPS / FCPS / MD I Equivalent Qualification shall serve in P&SH Department / SH&ME Department, at least for a period of 3-years before joining next training (except if they have already completed 3 years periphery service).

3. Supra-specialties:

i. All MOs/WMOs Whose specialties are not available in P&SH Department or have no sanctioned posts in P&SH Department will be transferred to SH&ME Department, subject to provision of NOC from SH&ME Department The list of specialties for which there are no sanctioned posts in PS&H Department is attached as Annex-A. and may be updated from time to time.

ii. For every induction batch who has completed theirtraining in supra-specialties, the committee consisting of the following members as mentioned below shall notify the policy parameters, every 6 months, to allow their placements, in SH&ME Department:

iii. Those MOs/WMOs who have completed their postgraduate training in supra-specialties shall report back to P&SH Department immediately after completion of their training and shall submit the request for posting/transfer to SH&ME Department, they shall submit an undertaking with effect to:

a. They shall abide by the decision of the Committee,

b. They shall not seek transfer from one SH&ME Department Institute to another against policy parameters.

c. They shall serve in P&SH Department if they do not join at the institute the Committee has approved as per policy parameters.

iv. All MOs/WMOs who are selected for 2nd fellowship in Supra-specialty, will be transferred to SH&ME Department, after serving in P&SH Department for at least one year, subject to provision of NOC from SH&ME Department.

4. Miscellaneous:

i. The period served in the Prisons / Jails, under the Home Department or any other provincial government entity by MOs / WMOs / SWMOs / SMOs, may also be considered as periphery service except in District Lahore.

ii. The requests for transfer I posting on wedlock basis will be treated as per provisions of this policy.

iii. Upon promotion of MOs/WMOs to the rank of SMO/SWMO or equivalent, they will be allowed to continue to serve at their present places of posting subject to vacancy. iv. This policy is subject to revision by the Competent Authority
